Dear readers,

Another year is drawing to a close! We all hoped that vaccination would bring an end to the Covid-19 pandemic during 2021. Events have proven otherwise, and the pandemic continues to dictate our working lives. Yet for all that, this has been a successful year for CIT!

Despite challenging circumstances, CIT has been able to complete the majority of the work programme approved by the General Assembly in November 2020. In Passenger traffic, the political process to revise the Passenger Rights Regulation has concluded. CIT has made a strong start on implementing the new PRR so that the sector is ready well ahead of its entry into force in 2023. In Freight traffic, the focus in 2021 has been on the digitalisation of transport documents. It has been possible to continue, and in some cases conclude, work at both regulatory level (DTLF, eFTI, inter alia) and within the sector (digital formal report CIT20a). A further priority in Freight traffic was work to supply the consignment note with the additional function of a letter of credit. Finally, I wish to highlight the successful conclusion of our collaboration with RailNetEurope (RNE) on the Standard Contract of Use for Infrastructure.

We look forward to another busy year in 2022 and will continue to do all we can to support our members, especially at this trying time, thus helping their companies achieve commercial success!

Ticketing challenges within the 53rd meeting of the CIV Working Group

Implementation of the CIT 2012 Security Background, amendments to the Manual for International Rail Tickets, a new Universal Rail Ticket, Open Sales and Distribution Model, e-Ticket Control Database, and development in the TAP TSI Revision were some of the Ticketing-highlights of the last CIV Working Group, which was chaired by Oliver Hirschfeld (DB) on 24 November 2021 as online meeting.

News from the CIM Working Group

Due to the pandemic, the 31st meeting of the CIM Working Group in early December 2021 was held by video-conference. The freight sector is at a major strategic crossroads, and the choices made now will be crucial to the work of the CIM Working Group and CIM Committee in the years to come.

The first CUI webinar

The CIT has held its first webinar on the topic “use of railway infrastructure”. It was the perfect opportunity to learn more about the legal relationship between Railway Undertakings and Infrastructure Managers.

Ascertainment of partial lost or damage of goods by rail: scope and application of the CIT20 formal report?

According to Article 23 of the CIM UR, the carrier is liable to the customer between the time of taking over of the goods and the time of delivery. The contract of international carriage of goods by rail thus starts with the taking over of the goods from the consignor and ends with the delivery of the goods to the authorised consignee.

CIT General Assembly on 17 November 2021

Under the lead of CIT Chair Maria Sack (DB AG), the General Assembly defined the principal avenues of CIT’s work in 2022.
