CIV Working Group incorporates latest amendments to PRR into the CIT products

Regulation (EC) 2021/782 on rail passengers' rights and obligations has entered into force. The recast renders necessary wide-ranging amendments in the CIT Passenger products.

Entry into force of the recast PRR

Regulation (EC) 2021/782 on rail passengers' rights and obligations (PRR) has entered into force, and will be applicable from 7 June 2023.

Over the last two years, a CIT PRR Task Force has been preparing the necessary amendments to the CIT products to implement the revised PRR (PRR 2021); this work has subsequently been discussed within the CIV Working Group. The products most affected are the AIV and GCC-CIV/PRR, but the MCOOP, AJC and MIRT are also concerned to some extent.

The CIV Working Group was able to finalise the necessary amendments at its last meeting; these will now go forward for endorsement to the CIV Committee in September. This way, the revised CIT products will be ready before the PRR becomes applicable.

Other than implementation of the recast PRR 2021 in the CIT products, a further aspect concerns the new terms and concepts used in the revised PRR, some of which throw up questions of interpretation. CIV WG experts will discuss these at a special meeting on 1 September 2022.

Discussions on the AJC

A further key point of discussion was the Agreement concerning Journey Continuation in respect of International Passenger Traffic by Rail (AJC). The AJC was developed with the support of CER and entered into force in 2017. It governs relations between railway undertakings on a goodwill basis when these take action to assist international passengers who have missed their connection.

Since at EU level there are currently numerous initiatives aiming to facilitate international travel, a discussion of the AJC was also on the agenda of the CIV WG. Particular focus is on the question of publicising the AJC. A decision will be taken by the CIV Committee in September 2022.

Forthcoming meetings in the passenger sector

The WG CIV’s next meeting will take place on 15 and 16 November as a hybrid meeting: in Bern and online. The CIV Committee will meet on 27 September 2022 in Bern.
