CIT Expert Group on Waste shipments and specific transport: online-meeting 7 on 26 February 2026

Under the new EU Waste Shipment Regulation (EU) 2024/1157 (WSR), rail carriers must coordinate and implement new requirements, particularly regarding digital transport communication of waste shipments. The Regulation will apply from 21 May 2026 (Article 86). Therefore, all authorities and transport companies must use digital systems for the procedures from that date, and these conditions make the electronic exchange of documents and information mandatory from 21 May 2026.

The European Commission has indicated that each competent authority will provide information in advance about the new system and its interoperability with existing systems. DIWASS (Digital Waste Shipment System) can be accessed either via the Graphical User Interface (Commission website) or via the local system in each Member State, which is interconnected with DIWASS. CIT has explained all details known to date to the colleagues dealing with waste shipments by rail.

The meeting of the Expert Group brought together 30 experts from European RUs to review the current situation regarding the implementation of the DIWASS from May 2026 and secure the CIT support for the WSR and obtain solid legal backing for the electronic exchange of data based on the CIM consignment note (eCN).

The meeting also aimed to develop new tools (confidentiality clause on data from the CIM eCN) and contractual products, especially in the substitute carriage model, and facilitate a unified approach ensuring compliance with regulations while maintaining simple and efficient interactions between the CIT member carriers involved.

The second part of the meeting was devoted to an open discussion on DIWASS topics and a brainstorming on the information available to stakeholders. The interactive, dynamic and focused dialogue enabled a good exchange on relevant issues and solid cooperation for the next steps.

CIT thus served as a legal platform for exchange between experts and as a gateway to decisive information for the digital and seamless exchange of data in the rail sector.

The next meeting of the Expert Group will take place remotely on 22 May 2026.
