Latest Developments in the Agreement on Journey Continuation (AJC)

The Agreement on Journey Continuation (AJC) is continuously evolving to better support passengers through digitalisation and clearer processes. Recent developments include the accession of Snälltåget, enhanced cooperation tools such as a new AJC Membership Guide, and ongoing discussions to improve the scope of the passenger experience across Europe.

Growing interest from the European Commission

The European Commission is focusing more and more on journey continuation, and legislative proposals are expected by the end of this year. The AJC is a well-established voluntary sector initiative implemented across Europe to help passengers continue their journeys smoothly. At the same time, opportunities for improvement are being discussed in response to some feedback.

Digitalisation as a key step forward

In January 2025, the AJC functionality was deployed live in the UIC Electronic Ticket Control Database (eTCD), based on the CIT-developed harmonised delay confirmation. This digital solution reduces paperwork, speeds up procedures, and improves transparency for passengers and railway staff alike. The key challenge now lies in consistent implementation by all participating carriers to fully realise the benefits of these improvements.

Welcoming Snälltåget to the AJC

The Swedish railway undertaking Snälltåget has confirmed its intention to join the AJC. Although not a member of CIT, CER or UIC, Snälltåget has been actively involved in the preparatory work for accession, demonstrating that the Agreement is also open to railway undertakings outside the mentioned associations. Snälltåget applies the AJC from 1 July 2025, further strengthening the Agreement’s geographical reach and enhancing connectivity between northern, central and southern Europe.

Enhancing compliance through training and the AJC Membership Guide

To maintain high standards and proper implementation, CIT has delivered dedicated training sessions for the UIC Audit Team focused on AJC requirements, including operational procedures and staff education. Additionally, a new AJC Membership Guide has been published on the CIT website to facilitate the onboarding of new members and support adherence to the Agreement.

With continuous digital advancements, expanding membership, and ongoing discussions on scope and passenger support, the AJC remains a vital framework balancing effective passenger protection and operational flexibility across Europe’s rail sector.
