CIV Working Group: Legal Coordination and Product Updates
The 64th CIV Working Group took place on 14–15 May 2025 in Bern and online. Key topics included EU law developments, the revision of the CIV Uniform Rules, digitalisation efforts, and updates to CIT products.
The meeting was held in the shadow of the sudden passing of CIT Secretary General Gilles Mugnier, whose legacy and leadership were honoured by participants. It opened with a moment of silence led by CIT Deputy Secretary General Erik Evtimov, recognising Gilles Mugnier’s significant contributions to international passenger law and his dedicated service to the CIT community over more than a decade. His tireless efforts, legal insight, and warm leadership leave a lasting legacy that will continue to inspire the work of the CIV Working Group.
Multimodal Passenger Rights Regulation and MDMS/SDBTR
The CIT General Secretariat (CIT GS) presented the European Commission’s proposal for the Multimodal Passenger Rights Regulation (MM PRR). The Council has adopted its negotiating position, and the European Parliament has also drafted a report. Discussions will continue, with updates expected at the November meeting.
Updates were also provided on the Multimodal Digital Mobility Services (MDMS) and Single Digital Booking and Ticketing Regulation (SDBTR) initiatives. MDMS targets seamless multimodal journeys across B2C and B2B sectors, while SDBTR focuses on rail services, including international and regional travel. The CIT GS will monitor developments closely.
Revision of the CIV Uniform Rules
Following the OTIF consultation on COTIF revisions, the Working Group discussed updates to the CIV Uniform Rules, focusing on the definitions of “carrier” and “ticket vendor,” responsibilities in multimodal transport, and interactions with EU law. These discussions will form a future CIT position.
Updates to the AJC Agreement
The Agreement on Journey Continuation (AJC) is set for improvements enhancing scope, transparency, and digitalisation through integration with the UIC Electronic Ticket Control Database (eTCD). The accession of Snälltåget as a new member from 1 July 2025 was welcomed. Changes will be submitted to the CIV Committee with enforcement planned for December 2025.
TSI Telematics and OSDM
Members of the CIV WG received an update on the revision of TSI Telematics. The Working Group reaffirmed support for the Open Sales and Distribution Model (OSDM) and discussed its integration into the EU regulatory framework. CIT continues to advocate for a clear legal basis for OSDM within the revised TSI.
