Latest developments in CIT’s work within the UIC Transport of Dangerous Goods Expert Group (UIC TDG EG) following the meeting on 12 and 13 November 2024 in Paris (UIC)
The second meeting of the UIC TDG EG in 2024 was held on 12 and 13 of November 2024 at UIC headquarters in Paris and was chaired by Mr. Roland Meister (SBB). The CIT GS continues its fruitful cooperation with UIC by taking part actively in these meetings.
On this occasion, CIT first presented the new product which took effect on 1 July 2024, i.e. the CIT “Checklist of irregularities” and the associated form, the “Traffic irregularity reporting sheet”, which are available here on the CIT website: https://cit-rail.org/en/freight-traffic/products/forms/ . The experts were particularly interested in the added value of the document, which aims to provide simplified, uniform and rapid real-time multilingual communication by providing a support document for reporting and remedying any irregularities observed during the international carriage of goods, in particular dangerous goods and waste, and obviously both at once.
CIT had then the opportunity to present to the thirty experts in attendance the latest developments of the Waste Expert Group since the international seminar held in Geneva on 7 May 2024 (see the article in CIT-News 3). The current issues mainly concern:
- the new legal framework and transition period following the publication in April 2024 of the new European Regulation (EU) 2024/1157 on Waste shipments repealing Regulation (EC) 1013/2006, which shall apply from 21 May 2026.
- the problems of rail carriers in terms of process with the specific and required documents within international waste shipments and in relationships with other carriers and other transport modes.
- the involvement of terminals in discussions and possibly the organisation of a dedicated workshop with a wider angle in terms of the respective liabilities of terminals and carriers within specific transport movements, notably waste shipments.
- the problem of non-harmonisation of carriers’ labelling and marking of waste goods between countries and transport modes.
The CIT GS has also submitted a request form to the secretariat of the Basel Convention to participate in an intersessional expert group on digital procedures for waste shipments in order to take part in the discussions and to be able to present to the authorities concerned the particularities of the rail sector in this type of transport. The WEG will next meet online in February 2025 to discuss all these issues and define next important work and steps to consider in 2025.
