Latest developments of the CIT Expert Group on waste shipments and specific transport, within the UIC Transport of Dangerous Goods Expert Group
The second meeting in 2025 of the UIC TDG EG was held on 13-14 November 2025 in Duisburg (Germany) at the kind invitation of CFL Cargo Deutschland.
CIT is continuing its good cooperation with UIC by taking part in these two-day meetings of the expert group. As a reminder, CIT acts as the legal consultant of UIC in this Expert Group. CIT is well perceived by the experts in the group and well positioned in discussions given our commitment and involvement in this expert group for several years.
In Duisburg, CIT gave progress reports on the latest developments in the implementation of the eFTI Regulation and its impact on rail carriers, including the transport of dangerous goods and the transport of waste goods. With the European Commission's plan to withdraw the revision of the regulation on combined transport, CIT is focusing on the implementation of eFTI for the transport of dangerous goods and waste shipments. CIT’s involvement is relevant to the regulatory aspect (including the relationship between competent authorities/rail carriers), the necessary transition, the transport documents concerned and the consequences for their use.
To summarize, there are two main topics in which CIT is actively involved within the UIC TDG EG:
- (1) Updates on the implementation of the eFTI Regulation.
- (2) Updates from the CIT Expert Group on waste shipments and specific transport.
(1) Regarding the implementation of the eFTI Regulation, we briefly presented the last Implementing Regulation published on 6 November 2025 (Commission Implementing Regulation (EU) 2025/2243 of 6 November 2025 laying down detailed specifications regarding the functional requirements for eFTI platforms in accordance with Regulation (EU) 2020/1056 of the European Parliament and of the Council). It is important to know and keep in mind the Annex to this Regulation regarding the processing operations to be performed by business users on eFTI platforms.
(2) Regarding our activities within the CIT Expert Group on waste shipments and specific transport, we reported on the last online meeting of the Expert Group on 2 July 2025 and the developments on the side of EU Commission / DG Environment on the implementation of the new Waste Shipments Regulation, including the DIWASS (Digital Waste Shipment System), which will be used by rail carriers as operators involved in electronic exchanges of documents and information with the competent authorities.
CIT will organise an online meeting of the CIT Expert Group on waste shipments and specific transport on 26 February 2026.
