The most recent CIT Executive Committee was held on 25-26 September 2025 in Bern at the CIT premises

The second meeting of the CIT Executive Committee in the row was opened and chaired by the President, Maria Sack (DB).

At the beginning of the meeting, a minute of silence was held for the late CIT Secretary General, Gilles Mugnier. He was a highly respected French legal expert and a senior executive in the rail transport sector. He served as Secretary General of CIT from March 2023 until his unexpected death on 10 May 2025 and was a member of the CIT Executive Committee between 2019 and 2023. During his tenure, he was highly regarded for his commitment and expertise in the development of international railway law and policy.

In Part A, the Deputy Secretary General and interim Manager, Erik Evtimov, reported on statutory issues – in particular the CIT 2026 budget and reserve fund as well as implementation of Executive Committee decisions, further action on CIT regulations, and the preparations for the CIT General Assembly in Bern on 20 November 2025. In Part B of the agenda, he presented a draft of the new CIT Strategy for 2026-2030, which is currently being prepared based on the ideas and plans for CIT upcoming 125th anniversary event. The Strategy is aimed to fulfil the CIT historic mission and legacy for implementing International and European railway law on the level of the railway undertakings.

Further to that, the Executive Committee and the General Secretariat discussed the possible revision of COTIF and its appendices in Part C of the agenda. The 2025-2027 work programme adopted by OTIF contains various priorities relating to COTIF law that are expected to be implemented by 2027. The relevant CIT committees are now refining their positions on the CIV, CIM, CUV and CUI Uniform Rules, considering the priorities agreed at OTIF level.

Following the upcoming CIT General Assembly at the Universal Postal Union (UPU) in Berne on 20 November 2025, the first Executive Committee meeting in 2026 will take place on 23-24 April at the CIT premisses in Bern.
