                Revision of the TAP/TAF TSI to the new “TSI Telematics” – what next?
            
            
            
        
        
    The Implementing Regulation (EU) 2023/1693 of the European Commission was published in the Official Journal of the European Union on 8 September 2023 and amends Implementing Regulation (EU) 2019/773 on the technical specification for interoperability relating to the ‘operation and traffic management’ subsystem of the rail system in the European Union.
On 29 September 2025, the managing directors of CER, EIM and UIP met with Joachim Lücking (Head of Unit at DG MOVE) from the European Commission to discuss the draft implementing regulation on the technical specifications for the interoperability of telematics applications for passenger and freight transport services (TSI TAP/TAF). The European Commission head of unit stated that the dossier would be put to vote at the next meeting of the 107 RISC Committee on 12-13 November 2025. The European Commission apparently agreed to remove any obligation to publish commercially sensitive data on freight flows and military logistics.
The discussion focused on the negative assessment of the current proposals and implementation procedure. The three associations recommend referring to the draft implementing act and annex to be sent back to the European Railway Agency (ERA) for further review by the European Commission (EC). The industry experts reassembled in the Joint Sector Group (JSG) under the chairmanship of Jan-Christian Arms (DB). The European Commission acknowledged that the handling of this dossier had not been optimal. For future TSI proposals, the Commission will rely on the expertise of the ERA when drafting new proposals. The sector maintained its view that the current TSI telematics (TSI TA) draft is not mature enough to be tabled for a vote any time soon. It still requires a thorough, in-depth discussion with experts from the sector as well as from the Member States because this version ten (EN10) risks placing an additional economic burden on the sector without delivering any clear benefits. This will put rail at a competitive disadvantage compared to other transport modes.
As part of the revision of the TAF TSI and TAP TSI (TSI Telematics), the CIT is actively involved in the JSG Telematics discussions, especially for the part of OSDM and Retail in passenger transport and electronic consignment note data in freight transport. Its meetings also monitor the work of the TEG 5 (Consignment Order Message) and TEG 6 (Wagon Movement) subgroups of UIC RailData.
