CIT Expert Group on waste shipments and other specific transport

The CIT expert group on the international transport of waste goods and other specific shipments was officially established in 2025 in response to growing demand from CIT members who transport this type of goods. The implementation of the new regulation (EU) 2024/1157 of 11 April 2024 in this area presents a challenge for rail carriers, and the CIT is supporting its members in applying the new legal regulatory framework and offering targeted support to address operational, legal and administrative challenges in the cross-border transport of waste by rail.

Implementing Regulation laying down rules for the application of Regulation (EU) 2024/1157 of the European Parliament and of the Council as regards the requirements necessary for the interoperability between the central system for the electronic submission and exchange of information and documents related to shipments of waste and other systems or software, as well as other technical and organisational requirements necessary for the practical implementation of such electronic submission and exchange of information and documents.

Implementation of the Waste Shipment Regulation: contacts details of all national authorities from EU Member States, as indicated and published by the European Commission on its website. 

DIWASS can be accessed:

  • via the Graphical User Interface (Commission’s website); or
  • via a local system of that Member State, which is interconnected with DIWASS.

This choice needs to be made in the context of the three components of DIWASS:
- notification procedure (including generation and complementing movement documents);
- generation and completion of Annex VII documents for shipments of green-listed waste;
- providing economic operators with decisions and information on pre-consented recovery facilities.

Each national competent authority should inform their economic operators of how they should access DIWASS. The competent authorities should also ensure that operators with a registered office in their Member State or region can address them with any questions on the use of the DIWASS, including by organising a helpdesk function.
