CIT Expert Group on waste shipments and specific transport: online meeting no. 8 held on 22 May 2026

The CIT Expert meeting of 22 May brought together online 31 experts from several European rail carriers to maintain CIT’s targeted support, review the current situation regarding DIWASS, and get an overview of CIT’s dedicated input, notably with legal backing for the electronic CIM consignment note.

In April 2026, CIT created a new area and a dedicated section on the CIT website under ‘Freight Traffic’ with a new box “CIT - Expert Group on waste shipments by rail”, where you can access all the documents and information relating to this Expert Group.

Under the new EU Waste Shipment Regulation (EU) 2024/1157 (WSR), applicable since 21 May 2026, rail carriers must coordinate and implement new measures, particularly regarding digital communication through DIWASS (Digital Waste Shipments System). The important information regarding the regulation itself concerns the postponement of the exchange of Annex VII documents: the European Commission decided that the existing procedures for the exchange of these documents will remain in place from 21 May to 31 December 2026.

The meeting also aimed to present CIT’s ongoing work to provide carriers with the relevant legal and contractual tools: implementing the boilerplate clause for substitute carriage in international freight traffic on 1 July 2026, updating the freight traffic manual (GTM-CIT) with the new context of data exchange and data control with third parties. In this sense, the confidentiality clause in the "Checklist for the contract on electronic interchange of consignment note data - EDI contract checklist” (GTM-CIT Appendix 7a) will be adapted in the framework of the CIM Working Group.

It was also decided at the Expert Group meeting to update the document drawn up in 2024 within the framework of this group, namely the “Info table sheet: Provisions for the organisation and transportation of Waste Goods” including the latest updates on the regulatory environment and a list of designated contacts authorised to sign documents in DIWASS for each rail carrier.

The second part of the meeting was devoted to an open discussion on practical issues faced by carriers with the access/use of the new digital environment and to continuing the good coordination between the sector stakeholders. That will facilitate a common understanding and a unified approach to ensure proper implementation of the WSR by 31 December 2026, while maintaining smooth and efficient interactions between rail carriers and CIT members.

The interactive and focused dialogue enabled a relevant exchange on current issues, to be continued during the next meeting of the Expert Group that will take place remotely in the second part of October 2026.
