CIV Working Group focuses on the recently published EU “Passenger Package” and adaptation of CIT products

The 67th meeting of the CIV Working Group, hosted by NS in Utrecht and online on 20–21 May 2026, focused on the recently published EU “Passenger Package”, further adaptation of CIT products, development of the AJC and ongoing digitalisation initiatives in international passenger traffic.

EU “Passenger Package” and future rail retail framework

The CIV Working Group discussed in particular the recently published proposal for a “targeted” revision of the Rail Passenger Rights Regulation (Rail PRR), the proposal for a Rail Ticketing Regulation (RTR) and the draft Multimodal Regulation, forming part of the European Commission’s new “Passenger Package”. Members exchanged first views on the possible implications for passenger rights, ticketing and future commercial and distribution models in rail transport.

Particular attention was given to the proposed new framework for “single tickets”, including situations where several transport contracts are purchased within one “single commercial transaction”. The discussions highlighted that the proposed amendments could have significant legal, operational and technical implications for railway undertakings, ticket vendors and existing sector arrangements. The CIV WG also identified a number of practical questions requiring further assessment, notably regarding liability allocation, minimum connection times (MCT) and the practical identification of tickets purchased within a single commercial transaction.

Adaptation of CIT products

Participants reviewed a broad range of amendments to several CIT products reflecting recent legal, technical and operational developments affecting international passenger traffic.

A major topic of the meeting was the revised version of the GCC-CIV/PRR aimed at making the document more customer-friendly while taking into account recent legal and operational developments.

The meeting also examined extensive amendments to the MIRT reflecting revised UIC standards, developments in ticketing and digitalisation as well as the evolving new TEL TSI framework. Additional updates to the CIT Glossary were agreed, notably regarding terminology linked to ticketing and passenger retail.

Further exchanges addressed amendments to the AIV Agreement relating inter alia to reimbursement rules, accounting provisions, terminology updates and the transition from legacy UIC company codes to ERA Organisation Codes.

Following editorial and linguistic adjustments, the amended CIT products will be submitted to the CIV Committee in September 2026 with a view to their entry into force on 13 December 2026.

Agreement on Journey Continuation (AJC) and digitalisation

The CIV Working Group continued its work on the further development of the AJC Agreement. Discussions focused on improving passenger information, including publication of updated Appendix 3 information and amendments to the AJC Leaflet and Note concerning exclusions from the scope of the agreement.

The group also launched further work on a more customer-friendly structure of the agreement and mandated the CIT General Secretariat to establish a dedicated Task Force in this respect.

Members also exchanged views on ongoing digitalisation activities, notably the practical implementation of eTCD delay annotations and harmonised eTCD messages supporting AJC processes.

TEL TSI application

Participants also discussed application of the new TEL TSI framework, including its implications for passenger retail and CIT products. This important topic is addressed in more detail in a separate article in this edition of CIT News.

Next meeting

The next meeting of the CIV Working Group will take place on 25 November 2026 in Bern and online.
